Axiom is using the scales as released in the 2023 preliminary Accountability Manual (posted 5/19/23). Once the finalized accountability scale is released by TEA, Axiom calculations will be adjusted.

When will Axiom be available?
Axiom has been updated for 2023 Accountability and is ready for use. Axiom is based on the 2023 Preliminary Accountability Manual until the TEA releases the finalized methodology.
What files will Axiom need to calculate Domain 1 for 2023 Accountability?
The following files must be uploaded into Aware for the most accurate Domain 1 reporting:
- All SAT data files from Summer 2022 to Summer 2023
- STAAR Alternate 2 2023
- STAAR EOC Summer 2022 Administration
- STAAR EOC Fall 2022 Administration
- STAAR EOC Spring 2023 Administration
- STAAR Grades 3-8 Spring 2023 Administration
- TELPAS 2023
- TELPAS Alternate 2023
- 2022 SDR (SIRS) files for any students taking EOC exams in the 2022-23 cycle
Axiom does not support early files because they do not contain all the data required to calculate accountability.
Can I use EOC data files to acquire prior year testing information?
In 2023, EOC data files do not include testing information from the previous year. Previous year data will become available in Axiom via uploading the STAAR or SDR (SIRS) files into Aware. Data from the SDR (SIRS) files help to more accurately reflect Domain 2A for High Schools.
If previous year data files aren’t uploaded into Aware, then Axiom’s prediction will return skewed results.
What has changed with Domain 2a (Academic Growth) for 2023 Accountability?
Domain 2a (Academic Growth) uses new methodology.
Academic Growth is calculated based on two separate scores: Annual Growth and Accelerated Learners (HB 4545* Performance).
Annual Growth points are earned based on a student's performance in 2022 and their performance in 2023. Points are earned as student growth is seen, such as if a student went from High Approaches in 2022 to Meets GL in 2023.
Accelerated Learners (HB 4545 Performance) will earn points based on a student’s Did Not Meet GL performance in 2022 and their performance in 2023. For example, a point is earned when a student received Did Not Meet GL in 2022 and passed in 2023.
*HB 4545 was amended by HB 1416 in the 88th Legislature in summer 2023.
What has changed with Domain 2b (Relative Performance) for 2023 Accountability?
Domain 2b (Relative Performance) has calculation changes for High Schools, but not for Elementary or Middle Schools.
For High Schools, Domain 2b calculations scale STAAR Performance and CCMR separately and then average the results.
What has changed with Domain 3 (Closing the Gaps) for 2023 Accountability?
The Minimum Size Criteria (MSC) is now 10 per the TEA’s 2023 Preliminary Accountability Manual.
For D3 outcomes, the 2023 Preliminary Accountability Manual proposes a 4-point spread based on proximity to long-term targets.
How does Domain 3 (Closing the Gaps) work?
Axiom uses 2022 Accountability data to calculate the two lowest performing racial/ethnic groups for 2023. Prior year data for the High Focus group is not available for comparison.
Axiom has the wrong racial/ethnic groups identified for Domain 3. How do I fix this?
In Configure Schools, you will see new columns with drop-down menus holding the lowest performing racial/ethnic groups. Select the right groups and recalculate.
How is High Focus determined?
High Focus is determined by inclusion in one of the groups used for accountability (Eco Dis, Special Education, Highly Mobile, Homeless, Migrant, etc.).
The High Focus group includes unduplicated students. For example, a student who is identified as Highly Mobile, Economically Disadvantaged, and serviced by Special Education will only be counted once.
What is new with CCMR data in 2023?
In 2023, you can upload the CCMR CSV report from TEAL using Configure Schools and the Upload CCMR Data button.
Upon upload of your CCMR file, you will not receive a popup/confirmation that states the file has been successfully uploaded. You can check your data in Domain 3 to see if the information has been processed. (Note: Axiom does NOT save the data from this file. Only the resulting numbers are saved. When the necessary calculations are completed, the file is erased from memory.)
Technical Assistance
I think my prediction is off. What should I do?
Here are some prompts you may find helpful if you are troubleshooting your data:
- Do you have the correct updated data file?
- Do your data files have the relevant information? (For example, is TELPAS data included in the 3-8 file; are performance levels in the 3-8 file?)
- Have you or someone on your team made changes but forgot to recalculate?
- Is the School Configuration page correct and accurate?
- Are there new campuses in your district that do not have CDC information in Management? (Note: Missing CDC information will impact other elements of Aware including Where They Were views. If a CDC value for a campus is modified, all relevant files will need to be reimported.)
How do I load my STAAR data?
Users will use the Upload Test Files area under the Analysis Settings gear to import STAAR data.
Will early STAAR CSV files be used in Axiom?
Early STAAR files and CSV file format are not supported. However, STAAR TXT files contain all information for accountability and can be used.
Will Axiom be able to load the Consolidated Accountability File (CAF)?
No, the CAF is not necessary and not required for Axiom to work.
Is Axiom going to work with any assessments other than STAAR?
SAT files are required for High School Domain 1 STAAR Component scores. ACT data files from Summer 2022 to Summer 2023 are recommended but not required.
Note on ACT files: The ACT importer is currently under development. Please disregard any warning messages related to ACT files; the warning message will not impact the Axiom calculation.
How are substitute assessments figured into the projections for EOC?
Substitute assessments are figured into the Domain 1 calculation at the appropriate grade level standard.
Please note: Substitute assessment data comes from each EOC test record separate from performance levels. Students who took substitute assessments have STAAR EOC answer documents with a score code of “Other.” This means that these students’ information will be included in projection numbers but will not be included in student lists in Axiom.
Is Axiom properly excluding students based on their number of years in U.S. schools when appropriate?
Yes.
Will Eduphoria no longer have their regular accountability prediction reports?
Eduphoria will continue to use the Domain 1 Accountability table, but this is not a full accountability prediction report.
Does Eduphoria calculate Continuously Enrolled, Non-Continuously Enrolled, and Special Education Former for student data?
Because Eduphoria does not have access to students' status for these fields, we do not attempt to calculate these values, since they could have a high degree of error. These student groups are only reported in Domain 3 to align with ESSA federal accountability. Axiom cannot be used to predict ESSA federal accountability.
Axiom Access
How do I enable district-level access to accountability data?
Users with the Analyze Accountability Data right for all locations can view all campuses and the district in Axiom. Set up appropriate users with this right in Management.
How do I make sure principals can view accountability data?
A user with the Analyze Accountability Data right or the Principal role at some locations will inherently have access to Axiom.
To adjust when a principal may access Axiom, a user with the Analyze Accountability Data right may set Limited Access. When Limited Access is selected, only those with district-wide rights will see Axiom in Aware.
